WHY THE PHILIPPINES NEEDS AN EXPANDED AIR SERVICES TERMINAL FOR EASTERN VISAYAS

Background

Aviation, aeronautics is a United States Dollars Three Trillion (US$3,000,000,000,000) per annum industry[1], to which the Philippine aviation sector contributes only less than a fraction of one percent (1%) – and equivalent to 0.051% only the country – Republic of the Philippines’ Gross Domestic Product.

The entire Asian Region commands a thirty two percent (32%) share of these US$5 Trillion revenues. The question is whether, the Philippines, from hereon until 2030, can dramatically change its standing in the ratings of travel destinations and number of transiting passengers, as well as in revenues per mile of air traffic.

Obviously, something needs to be done and there is a real need to seriously attend to the concerns and problems inherent to as well as presently besetting air transport in the country.

The expertise and the infrastructure are already there and the needed links that can be brought into the equation are waiting to be made, cemented and made profit of. These just need to be started and made wholly productive and profitable to the Philippines.

Civil Aviation Authority of the Philippines (CAAP) was privatized due in part to the master development plan to develop a privatized Air Traffic Services system in the Philippines and that included throwing the entire weight of the old Air Transportation Office (ATO) – representing the regulatory authority in civil aviation in the country – into the picture.

For that reason alone, CAAP became a privatized entity. However the objectives and goals forecast in such an event still need to be realized:
  • Full Modernization of Civil Aviation monitoring systems equipment
  • Place Philippine Civil Aviation systems at least at par with those of China, Malaysia that in 1990s have only recently begun their own modernization
  • Extensively increase muscle through revenue generated from modernized system
  • Increase safety in Philippine Civil Aviation
  • Engage in campaigns in cooperation with other state civil aviation authorities for air transport safety, increased travel demand to the Philippines through forming of alliances between Philippine air sector and foreign aviation groups – among many others[2] 
Pros and Cons of Eastern Visayas Airport Expansion

After November 2013 many sectors strongly revived the argument that the country needed to seriously consider expanding its airport capacity in the south east that was directly hit by a devastating catastrophe and may be subjected once more to similar tragedy in the future.

Techno Hub Projects will be completed with an initial budget schedule of US$1.5 Billion by the year 2018. Development begins in 2013-2014. The fund schedule for the entire THP is the mobilization and utilization of the fund in eight tranches.

PARAMETERS.  Investments may be treated as capital infusion for capex or else as a credit enhancement facility. As capex, the funds may be put to use and as credit enhancement, the investments will merely be posed at the THP bank coordinates and no lifting of the funds shall be done.

Merger meeting

Today Cyberpark and Greengold signs a merger document and effectively incorporates the Greengold CyberparkHoldings Corporation (GCH Corp.)

The meeting will be held in Makati City. This dovetails with the previous joining of the two organizations under the auspices of a memorandum of agreement formulated two months ago in August 2012.

Several undertakings are lined up between Greengold Holdings Sdn Bhd of Malaysia and Cyberpark Group of the Philippines.

The showcase projects are in Butuan City - Agusan del Norte Province, Batangas and Aurora. Coincidentally, all the project areas that Greengold and Cyberpark are historically significant places in the Philippines.

Negotiated Contracts


Notice to Local Contractors:

For negotiated contracts, the deadline of submission of qualification documents and other requirements shall not apply. However, all local contractors that have not signed contracts with Cybepark until December 20, 2012 for the Fleurdelis Green Heights are automatically disqualified.

All contractors desiring to enter into negotiated contract for the White Wave Resorts and Liberty Hills Residences - Resorts Projects will have signed contracts with Cyberpark on or before December 31, 2012 and not later. Beyond the above states dates, no applications for negotiated contracts will be entertained.

Needed Habitat in Butuan City


The CEROS estate in Butuan City will be developed into an amenities-rich village. Mindanao is a wonderful place to build new villages. There are a thousand and one reasons why and we can only name some of them.

Due to the influx of mining investors in the mineral-rich Region XIII otherwise also known as the Caraga Region, there is a need for billeting and more residential as well as commercial spaces therein, especially in the regional capital, Butuan City. This is primarily the reason why Filinvest has taken to development projects in Mindanao.

Brisk and dynamic business exchanges are anticipated in Caraga Region in the months and years to come.  This is also bolstered by the current trend of development being diffused from Metro Manila to the regions in the south. Even some business process outsourcing (BPO) companies are locating outside of Metro Manila into the regions.

In response, the proponents of Fleurdelis Green Heights Village to be built at the CEROS estate, determined to address at least part of this growing demand for houses and commercial spaces in Caraga Region through the building of a village in Butuan City that will cater to the needs of the burgeoning market therein.

The project is also intended to help boost further the sports development program in Southern Philippines. The site location of the proposed project is shown in the vicinity map below. The property is in the vicinity of new government centers, the Caraga State University, the Pink Sisters Convent and Saint Peter’s College Seminary.


The project intends to target BPO outfits as locators in its commercial, mall and hotel complex. As a technology oriented holdings company, CyberparkHoldings Inc. will aggressively pursue a marketing approach towards attracting BPOs and similar locators to its project in Butuan City.  Aside from technical service providers getting drawn to the area, Mindanao has long become a destination for nationals of neighboring countries like South Korea, China and Malaysia as well as for distant neighbors in the Middle East.

Korean investors recently offered to put up business and sport centers to the City Government of Butuan. The Koreans’ facility will be constructed near the CEROS property where the City Government has already built 4-storey buildings for commercial purposes (see attached photos). The sports center site at the city government estate in Barangay Ampayon is more or less 9 kilometers from the city proper. The area is only a few hundred meters from CEROS and traversed by concrete roads.

The Koreans also want to put up gymnasium and sports playgrounds for football, tennis as well as other outdoor sports. The Koreans chose this area from among all the other places in Butuan City as it is flood free. The intention of the Korean delegation is to bring in thousands of South Korea nationals who want to stay in the place for about three to four months at winter time when they cannot play their favorite outdoor sports -- football, tennis, among others, due to cold weather. Among many other factors, with the Philippine-Korean project, it is projected that Butuan City will become one of the biggest sports centers in Mindanao.
